No, Indian nationals don't need an Inner Line Permit for Tripura.

What is the Akhaura border ceremony?

It is a daily flag-lowering ceremony by India's BSF and Bangladesh's border guards at the Akhaura checkpoint, about 3 km from Agartala. It takes place in the late afternoon, and the first day is planned so you can be there if you arrive in time.
